In an interview with Construction Tech Review Canada, Tony Cook, Project Manager at PCL Construction, discusses the various strategies needed to excel in the modular construction space.


Please brief me on your current role and responsibilities at your organization.


I have an educational background in structural engineering and have worked at PCL Construction for 29 years since graduating from university. Throughout my career, I have held different positions within the organization, including estimating, project management, and field supervision. Currently, I hold the position of project director, where I am responsible for overseeing and managing construction projects.


As a project manager and leader in the construction industry, what are the key challenges you observe affecting the market?


One of the significant challenges we face in the construction sector is the need for more skilled labor. This challenge is prevalent not only in Canada but also across North America. The availability of skilled tradespeople, as well as qualified management personnel, is a crucial concern. The current labor shortage affects all positions within the construction industry, posing difficulties in managing and executing the considerable amount of construction work in Canada. The high demand for labor resources necessitates finding innovative solutions to ensure successful management and completion of construction projects. 


Are there any particular technological trends you see in the marketplace helping to solve these challenges?


In the construction industry, one notable trend that is helping to address labor challenges is the adoption of modular construction and off-site fabrication. Modular construction involves constructing components off-site in a controlled environment and assembling them on-site. This approach allows for greater quality control and reduces the amount of on-site labor required. This trend has been observed in Canada for over 15 years as a proactive response to anticipated labor shortages.


While only some technological solutions address these challenges, the focus is maximizing prefabrication and off-site construction. Trade contractors are also embracing this trend. By leveraging modular construction, the industry benefits from improved quality control processes and more efficient management of limited labor resources at the project sites.


Can you share any recent project initiatives you have been involved in? Please discuss the strategies implemented and provide an overview of the project.


As the project director for the Energy Services Acquisition Program and Modernization for the Federal Government of Canada, I have led a significant initiative since 2019. 


The project focuses on modernizing a district heating and cooling network that serves the downtown core of Ottawa. Currently, the system utilizes a steam heating system, and our goal is to convert it into a low-temperature hot water system.


The district heating system provides heating to 80 buildings, while cooling is supplied to 67 buildings. The project involves modernizing the equipment for the heating side, which includes replacing and upgrading various components. Additionally, we are installing new and more efficient chillers to enhance the cooling capabilities of the network.


The primary objectives of this project are to increase safety, improve energy efficiency, and reduce the carbon footprint associated with heating and cooling these buildings in the downtown core of Ottawa. We aim to create a sustainable and environmentally friendly solution for the district's energy needs by implementing these upgrades and transitioning to a more advanced system.


What are your expectations for the construction industry in the next 12 to 18 months?


In the next 12 to 18 months, the construction space will remain highly active and experience significant growth. The market is witnessing a surge in large-scale projects and a substantial volume of work. The growth potential in the construction industry, particularly in the auto market, is noteworthy. However, one of the major challenges is the availability of skilled labor in the marketplace.


From embracing emerging technologies to navigating market dynamics and optimizing project execution, our industry demands a forward-looking mindset to meet present challenges and embrace transformative trends shaping the future of construction


Despite this challenge, the industry will continue to see the progress of ongoing large-scale projects. Additionally, there will be a continuation of medium and smaller-scale projects, ensuring a continuous flow of construction activities in the marketplace. The focus will be on finding innovative solutions to manage the demand and address labor shortages effectively to sustain growth and momentum in the construction space.


What is your advice for budding professionals in the construction field?


For aspiring professionals in the construction field, my advice would be to actively seek diverse experiences and exposure to various aspects of the industry. This will allow you to build a well-rounded skill set and gain valuable experience. Take on challenges that may seem beyond your current capabilities, as the industry offers tremendous opportunities for growth and advancement.


Embrace continuous learning and stay updated with the latest advancements and technologies in the construction field. The industry constantly evolves, and knowing about new methodologies, tools, and techniques will give you a competitive edge. Networking and building strong relationships within the sector are also crucial. Connect with professionals, join industry associations, and engage in professional development activities to expand your network and gain insights from experienced individuals.
